Auto Insurance: Dropped from Insurance Due to an Automatic Medical Driver's License Suspension

My question involves a driver's license issued by the State of: California

My 19 year old daughter, last summer, had an episode where she passed out. It was likely a case of standing up too quick, but I made the mistake of suggesting she go to Dr. and get a physical since she was due for one anyway. So a week later, so goes to doctor and, being it was Kaiser, the doctor routinely sent her to get some tests -- well this Kaiser sends people to the hospital next door for these tests. They treated her like this incident had just happened (it was a week earlier). Anyway, long story short, they ran a battery of tests and found nothing wrong. The nurse indicated to me that they, legally, had to report this to the DMV. I did some research and saw that most likely they would send a letter asking for doctor's clearance, and then if not received, THEN they could possibly suspend her license.

Well I was wrong.... a few weeks later she gets a letter that her license was suspended. No request for documents, nothing. We immediately requested a "hearing" and I sent my daughter back to doctor and the doctor filled out a medical release form indicating it was clearly a case of simple standing up too quick -- no cause for concern with driving. After not being able to drive for a couple weeks due to this mix up, we went to the DMV for the hearing. The DMV officer immediately removed the suspension and told me that most often the DMV just automatically suspends rather than asking for doctor's documentation in these cases because it's less paperwork :suspicion:

Well now, because she had 2 minor fender benders on her record in the past 3 years-- and now this "suspension" our insurance is dropping her.

Can this be removed from her record? I'm concerned this is going to be an ongoing problem years down the road causing higher rates (of course the fender benders don't help, but those will drop off and she was a new driver so hopefully she got that out of her system).
