Service and Repair: Newly Purchased Vehicle

My question involves a consumer law issue in the State of: California I bought a used car from a dealer and the motor started to make a loud noise, the dealer said they will rebuild the motor, they also said it would take about 2 weeks, it has been almost a month since I have had my car and it still is not getting fixed, I keep calling asking for it and they said it is getting fixed, they also had my motor out and sitting in there shop for a week before they brought it to the machine shop. I told them that I need it for a wedding in 20 more days, it has been there for about a month in and out of the shop. they still have not been working on it, I also asked for a loaner and they said they will have to contact owner of dealership but he is very hard to get a hold of. I am getting so frustrated that I just bought a car and they are taking forever to fix it and will not help me with a loaner. what can I do? they are holding my car hostage to where it is apart and I can not use it until they are ready. please help :wallbang:
