Suspension and Revocation: Arizona Resident, California DMV Suspending As Well

My question involves a driver's license issued by the State of: California
Ok, first I am glad this is here and i do hope someone can help. This is my first time posting on here so please be nice..haha

I moved to Arizona from California in 2009, before moving my License (CA) had been expired since 2006, I had no vehicle. When i got to Arizona i got an ID card for Arizona, no need for a License i have no car. I ended up getting a DUI in 2013 and another in 2014 both of June. After having my License suspended by Arizona for a year. I went in to get it only to find out California had suspended it for two(2) years.

Now how can California do so...

(1) I am not a resident of that state, I was a business owner in Arizona paying taxes to that state.
(2)My License had been expired for over (7) years at this point, it is not valid.

At what point does that state loss control over you? When the license expired? I don't have to have a license, I only have to have a Valid ID. I got a Valid ID. I had and have no vehicle in my name.

Someone please help me out here that "really" knows. I will be starting this fight with the DMV of California this week.....I need ammo!!!
