Financial Transactions: Financial Compensation for College Losing Transcripts

My question involves personal finance in the State of: PA

My husband attended a then "tech" college from 1997-1999. He graduated the associate program and started working immediately. Recently, he decided that he wanted to go back to school to obtain a bachelors, then a graduate degree. He contacted his alma mater and they told him they lost his transcripts. We no longer have his copy due to our house being flooded in 2011. My question is, would we be able to win a settlement from his alma mater since he is going to have to retake most of the classes he already took to complete the associate's degree? He is basically starting as a freshman with no college courses under his belt. These "make-up" classes are going to add to the amount we are going to have to pay for his tuition, money that we wouldn't have to pay if his alma mater did not lose his transcripts.
