Parking Violations: Can You Be Fined for Parking Inoperable Vehicles in Your Driveway

My question involves a traffic citation from the state of: California

I live in Van Nuys, CA I have two cars parked in my driveway. One runs, but is not registered. the other is my friends. Its on a non-op but doesn't run.
My question is can the city fine me for having these cars stored on my property in the driveway? Both cars are not "eyesores".
