Copyright Law: Public Domain

Once something falls into Public Domain, can one get the rights to it? Example The Red Hornet was a comic produced by Quality Comics that was later acquired by DC Comics, it's fallen under Public Domain as he was a comic character they had zero faith in. Could I go to a publisher such as Weekly Shonen Jump Magazine or Images with the Red Hornet and start producing comics?

Also how does Public Domain exactly work? I know the works of Shakespeare and Beethoven fall under Public Domain and therefore I do not need to contact the estates of Bill or Ludwig in order to put on a play of Romeo & Juliet while using the 7th symphony. I also know that if I created The Garbage Man, a villain who can make garbage fall from the sky, as a private comic, the copy right would last my entire life PLUS 70 years, but could my children extend said copyright?

Can anything leave Public Domain or is it there forever and cannot be privatized again?
