Chapter 7: If Your Income is Less Than State Median, Do You Automatically Qualify for Chapter 7

My question involves bankruptcy in the state of: Texas. If the state median income for your state is lets say, 44000....but your income is 22000...Do you automatically qualify for chapter 7, regardless of disposable income?
