Purchase Contracts: Landlord Taking Too Long to Sign Insurance Check to Restore Business Fire

My question involves real estate located in the State of: Pennsylvania, is there a time limit the landlord, which I have a land contract with and I have to have her listed on the building insurance policy in my name. I live and run a business at the location. She's preventing the work to restore a accidental fire that happened in our living space but our shop also received damage so I haven't been able to work, she's also trying to get the property back by claiming were in default, we have $300,000
Already in payments and are close to paying her off.
So stalling us by not signing the checks will eventually put us in a state of financial despair and won't be able to pay our obligations, we are both in the same type of business and I'm currently in chapter 11, when she's the only one who won't go with my attorneys plan with the state. Also can I do anything about my insurance company taking 5 weeks before I finally received my estimate to start work on the building, it's now been 2 1/2 months with no work started! I'm in a serious bind here.
Any wisdom out there?
