Parking Violations: Vehicle Illegally Parked in Handicap Space

My question involves the state of: Texas

If I or one of my passengers in the vehicle is disabled (has a valid handicap rearview mirror tag) and cannot get a handicap parking spot because of a vehicle that is illegally parked in a handicap spot (no handicap rearview mirror tag or license plate) and as a result, the wheelchair ramp cannot be deployed, would the best remedy in this situation is to park behind the illegally parked vehicle trapping the illegally parked vehicle in as a result so that way the van’s wheelchair ramp can be deployed safely so the passenger in the wheelchair can exit the vehicle and leave the van parked behind the violator until me and the passengers are ready to depart? If the violator is being selfish and not caring for those who really need it by illegally parking in a disabled parking spot, then it makes sense not to care about the one who illegally parked there and give them a taste of their own medicine by inconveniencing the violator?
