Host Family North Carolina for Child 16 from New Jersey

My question involves juvenile law in the State of: North Carolina / New Jersey

My daughter will be cheering for a awesome gym in North Carolina. We are from NJ. We have host family in place for now until I can relocate down there.
I wanted her to start the school year in NC and not to have to transfer. She will be a junior and it is a critical year.
I didn’t want to uproot her mid year which I am sure you understand.

My friends will act as her host family. Our kids are the same age and are on cheer together. They will have my proxy documents for her for medical and educational saying they have access to her records, etc. They both will be cheering for same team so the situation would be perfect if I can get the proper approvals.

I was told something that I can appeal to the school district or possibly since she is 16 register as an INDEPENDENT for school purposes and go to that school being she is staying with that family.

Can you tell me what I need to do ? I always like to be above board with all. Thank you!
