Traffic Accidents: Hit Exiting Parallel Parking Spot

My question involves an accident that occurred in the state of: NJ

It was raining on that day. My car was parallel parked on a one way street in front of my house. I had just finished putting my daughter inside my mother's car, which it was next to my car blocking my exit and the traffic down the one way street. After I had finished, I got inside my car and my mom pulled up to allow me to exit my parking spot. My car was already halfway out, blocking the traffic down the one way street, when I suddenly heard the noise of tires breaking, and next thing I know my car was struck on the driver door, as my car was diagonal to exit the parking spot. I received a letter stating that I'm legally responsible for the accident because the car that struck mine had the right of going, which I don't understand because the car seem to enter the road while I was already exiting and driver seem to be distracted he couldn't see that I was blocking the way through traffic. How can I appeal this?or fight this?
