Violation & Enforcement: Is a Guardian Allowed to Put His Hands on Kids That Are Not His Please Help

My question involves restraining orders in the State of: I am dealing with my mom's fiance and i don't know what to do, he thinks its ok to threaten us and spank my siblings when we get in trouble, yes we do get in trouble sometimes and i do think we deserve it but i think its wrong when he puts his hands on us and i would like to know if its against the law to put your hands on children....my mom's fiance is 32 and he thinks violence is the way to solve everything.....one day he tried to force me to look at him when i couldn't and i was crying, saying i couldnt and i didnt want too. Please help....
