Violation & Enforcement: How to Enforce a Restraining Order Across State Lines

My question involves restraining orders in the State of: North Carolina.

I have a restraining order against an individual that resides in California for cyberstalking and harassment. My order is near expiring, and I suspect the person believes it's already out, which is why she's done what she's just done.
She's called my local PD + Sherrif Dept and told them about how *I* am stalking her and her child and made up a whole bunch of other junk, the officer that came to my home told me she kept them on the phone for 50mins. I showed him my NCO on the person and he apologized for bothering me and left.

I decided at that point to give that individual's local (in California) PD a call and explain the situation, and see if there was anything they could do. They advised me that they were *very familiar* with this person and that I should go to my Sheriff and file the order violation, as they believed her calling in this false report and sending officers out to harass me was a violation. When I went to my Sherrif, however, I got the cold shoulder and was told verbatim, "if you don't want people on the internet stalking you, change your email address".

I am deeply frustrated at this point and I don't know what to do. This person has done a lot of stuff to hurt my personal and professional life (emailing my family and my employer all kinds of weird made up things about me, made websites about me and added random pornography to it claiming it's me and then sending that to friends a d family, etc). I got this stupid NCO with the hopes of being free of her. I can not afford a lawyer to sue her. Any advice would be greatly appreciated.
