Non Costodial Absent Father

I was awarded full physical and legal custody of my them 2 yr old daughter in 2006. Biological father was not granted visitation. When my daughter was 9 yrs old he contacted me and wanted a chance to be a father.... I have him this chance .... he. And to meet her after they talked on phone first several times. He came to see daughter about 1x weekly , slowly getting to know each other. This lasted 3 months, he did go to jail for 60 days during this time for non payment of child support. I believe he hoped I would ask court to drop it all if he started coming around ... his motive. Anyways , he disappeared 2 weeks before her 10th bday.... today she turned 13 and I got a msg from him asking me to tell her happy bday ..... I reluctantly let him call and tell her himself. She is angry, does not see him as her father. How should I go about this .... I want her to know him yet I don't believe he deserves to know her at this point. So I'm struggling to find the right thing to do . Thank you for reading
