Creation: Can Someone Explain in Simple Terms What This Wording Means on a Deed

Can someone explain in layman's terms what this means that is written into a deed?

"There is excepted and reserved from the operation of this conveyance a (14) foot wide right of way along the southern line of the parcel herein conveyed for ingress and egress to and from a 12.5 acre parcel of real estate lying on Sampson and the Silver Dollar road."

Does this mean this 14 foot rightofway belongs with this purchase on this deed? or is it saying you have no claim or permission to the rightofway described on this deed?
