Speeding Tickets: How to Exactly Determine Date for Rcw 46.63.170 (1)(E)

My question involves a traffic ticket from the state of: WA

I just received a speeding in a school zone ticket via photo enforcement in the mail today, Jan. 4.

First, I was shocked I was given an automated speeding ticket without any officer involvement as I thought that was against the law, in contrast to an automated ticket for running a red light.

Then I settled in and I discovered the RCW stating the notice of infraction must be mailed to the registered owner of the vehicle within fourteen days of the violation.

How is that date exactly determined as the notice is mailed in a plain postage paid envelope with no dated stamp on it?

Was it supposed to be put in the mail within 14 days or received by me within 14 days?

The only dates I can see listed are the Dec. 16 infraction date, Dec. 30 officer issue date, and Jan. 18 due date. The bottom of the notice states I must respond within 15 days if personally served or 18 days if the notice was mailed to me.

Assuming it couldn't be mailed until after the officer issued it and with the due date being already filled in with 18 days, it seemingly indicates the notice wasn't put in the mail until Dec. 31. By my calculations that seems like 15 days.

It seems so borderline an argument on what consists of 14 days that I'm not sure if I should ask for it to be dismissed solely on that technicality via mail and not bother with a court appearance.

Is that really enough to dismiss an infraction? I haven't done any other review to determine whether I was truly in violation or what any other defense(s) could be.
