Unlicensed Driving Got Caught when Over-Speeding and No Driver License

My question involves a driver's license issued by the State of: California.

Hi Experlaw-ers.

I drove 85 / 55 mph which is 30 mph over on 2 lane highway. I am an international student , I got my license around March 2015 and it expired 3 months later but I never renewed it.

I told the officer that I did have a driver license but I lost it.

What should I do in order to minimum charges and money?

Should I pay the ticket first and then re-apply for a license?
