Other Violations: "Texting" Ticket + Exp. Registration in California

My question involves a traffic ticket from the state of: CA

Motorcycle Officer stopped me in CA for using my cellphone at night.

I wasn't actually texting. But, GPS was running on my phone and I could have been viewing the GPS from holding the phone in my hand.

Turns out my registration had expired 2 months prior.

I was cited for :
CT:1 VC23123.5(!)-I: Driving Veh while Texting/Etc.
CT:2 VC4000(A)(1)-I Veh Registation Fees Due

I got the notice in the mail and the fine was $445...shocked!

FIrst time ever btw for cell phone ticket.


It doesn't break the fines down. Are the fines for expired registration too? or is this all for cell phone?

I Got the veh registered soon after. Not sure what to do now?

Why didn't I register it?
Because I didn't receive the notice! It went to old mailing address! According to the local DMV office lady this is the 3rd year I'm late on paying the registration fees. She said they waived late fees last 2 years but she won't this year. I told her that it's because they never change my mailing address. And yes for real, why would I pay late constantly when it's only $125ish to register!!?? So freakin' easy if I just would get notice!

I filled out a change of address form AGAIN. I honestly didn't think it was gonna have any effect. I expressed this and the lady said she will call Sacramento for me and try to get it changed! Who knows where my mailing address stands at this point?

I guess my life needs to revolve around this!




What can I do at this point?

I got the vehicle registered. But haven't done anything else. Court date is mid-december.

I'm freaking out because everything I read online said first cell phone ticket is around $150 ish.
