Speeding Tickets: Camera Speed Ticket

My question involves a traffic ticket from the state of: Ohio

I received a letter in July for the June citation. I decided to ignore the mailing and hoped that they would have to physically serve me if they wanted me in court (i live 3 hours from where the violation occurred). Last week I received a piece of mail from a collections agency. I read somewhere that collections agencies can no longer report this kind of debt to the main credit organizations. Is this true? Even if they can, can I dispute it since it was never contractually agreed to by me? I haven't been in contact with anyone at this point. Any advice on my options would be appreciated. Thanks.
