Passing a School Bus: Passing a Moving School Bus

My question involves a traffic ticket from the state of: Ohio

I haven't actually received a ticket yet, but am unfortunately anticipating one. I was following a school bus, and it stopped to let a child out. I know that passing a stopped school bus is a huge no-no, so I waited. Once the bus resumed motion and turned off the red lights and pulled in the stop sign, I slowly and cautiously passed the school bus, never exceeding the speed limit. However once I passed, the driver started honking her horn like crazy like I had committed a massive crime. Which now I'm worried that I did? Reviewing the OH Bus Laws it states it is legal to pass a bus once the lights have been turned off and movement is resumed. I'm thinking back to what else she could have been so angry over - it was possibly a no passing zone? If so, what could I be fined with? Would it just be a no-passing zone violation or can they get me for something else just because a school bus was involved?
