Establishing an Order: Moving States While Negotiating Parenting Plan

My question involves a child custody case from the State of: Washington

The biological father of my 8 year old son will be coming to the US in July 2018 for business. He currently lives in a non-reciprocating country in the EU. He is not on the birth control certificate and does not currently visit or pay child support. I am considering serving him to establish paternity and then negotiating a parenting plan through an attorney. In September or October of 2018, I will most likely be relocated to California for work. How will this affect my case? My son's biological father comes to the US every July, so I could wait for the following year to begin. I would rather not do this however, as by then my son with be 10. I have good reason to believe that the father to be cooperative on visitation within the US and child support, but he runs a large company in Europe, is very busy, and the negotiation process may not be quick. I am trying to plan this process out so that it is as least disruptive as possible. Thank you for your help.
