Can Police Refuse to Report Stolen Medication (Not Narcotic)

My question involves police conduct in the State of: NY

I needed a clean up company in a hurry so they asked me to send pictures of the job or an estimate and said they could get there right away. I agreed to the estimate and they sent 3 people a few hours later. The 3 people were in a big giant hurry and were throwing away perfectly new and good things. I had to keep stopping them and tell them to slow down. One worker threw away some medication. I stopped him. He swore he didn't and I reached in the bag and pulled it out. I am disabled and on many medications-- none of them are narcotic. None of them were in any trash, they were sitting all together on my desk.

Across the room I heard a dish break, no sorry, no nothing, but the older man said they would slow down and be more careful. Then they split up some going upstairs and some down. I tried to oversee all of them but with them split up I couldn't see all. I noticed some headpieces for a wedding in two weeks being gone. I made them go through all the trash bags with me until we found it. In that same bag I found two bottles of my medication!! I was very upset and went inside to show the other two. I also called the owner who was all apologetic and he talked to them on the phone. After they wrapped up and I paid, I noticed my medications and my checkbook were gone! I confronted all the workers who acted like they had no idea what I was talking about. I called the owner and while I was arguing with him they drove off with all the bags. The owner swore up/down and backwards that he would personally search the bags for anything I reported missing and took $95 off the price to pay for medications (as if it is that cheap and that easy to replace?) It became a battle of me wanting all bags driven back here and his swearing he'd search and find the missing items...

Then a bunch of emails, calls and texts later he said he had the truck sent to his house and I asked to go there and sort through the bags. I repeatedly say that *I* want to go through all the bags and he says he already did and can't find any medication or checkbook and won't give address of the bags. Some lady screaming in the background said she'd thrown them in the city dump and then I can search through 8 million people's trash and so...l I have called the police.

The police refuse to report ANY medication stolen. I even showed them the picture I send to the company just before they came showing clearing all 7 bottles of medication and my checkbook. They only put the checkbook. They won't help me get those bags. They won't pursue anything...

The most they would do was place a call to the company asking them to let me go through the bags. but it was a voice mail and no follow up.

I called the bank and flagged my account and canceled all the checks, but now I am having problems getting my insurance and pharmacy to work with me on the medication replacements as it's weekend and I can not produce a police report.

This is nightmare and I can't get the police to help, nor list the medications.

Is it LEGAL for them to refuse to put my medications on the stolen property form?

What can I do about this company?
