RSMO 610.120 says that closed criminal investigative records are available to "federal agencies for purposes of criminal justice administration, criminal justice employment, child, elderly, or disabled care, and for such investigative purposes as authorized by law or presidential executive order." The question is: What is meant by "such investigative purposes as authorized by law or presidential executive order"? Does this mean only criminal investigations, as it appears to mean? Or what does it mean, or where can an explanation be found?
