Vehicle Registration Process, Procedure, and Law

My question involves vehicle registration or title in the state of: California

I have a question regarding my current vehicle which will be payed off next month; I will try to be as clear as possible, and add as much important detail to receive a knowledgeable answer. My step-brother is the primary signer of my car (Hyundai Accent) and I am the CO-Signer; He is also the primary signer of his car and I am the CO-Signer for his car as well. He is still making payments on his car, but he has been missing payments and it has been affecting my credit. He lives in Florida and I live in California. My current title is non-transferrable since I still owe Hyundai Finance 1 more payment for my car. When I finish paying off the Lien Holder (Hyundai Finance) How do I get my step-brother's name of the title and make the title transferrable? What are the steps to make that happen? Do I have to call the Hyundai Dealer to receive the paperwork? Do I need to wait for them to send it to my mailing address? Do I need my step-brothers signature to transfer the title to my name only? How does this all work?


Final Question:

Once I get the title under my name and it's transferrable, is there an attorney that can help set an agreement or contract so that I can pay my step-brother's car in one shot and I can garnish payments from his paycheck until I get paid back; He's not very good with managing money and making on time payments. So as a CO-signer I would have to step up and just pay it so that it does not affect my credit. Furthermore, on a legal stand-point can I get my money back by garnishing his paychecks or making a contract that says something to the extent of paying me back. Like I said me asking him to pay me takes effort and there's no action. So can someone help me?
