Use and Enforcement: Septic Line Across a Row

My question involves real estate located in the State of: Maine
Hi All

My neighbor owns a lot on the left side of a private ROW as I do. back in 1990 they bought a lot on the right side of the ROW from the town for the purpose of a septic field, they have a pump up system so the sewer pipe had to be installed under the 33 foot private road(ROW).

The town at the time said it was a abandoned town road and they own the road in front of their house due to owning property on both sides of the road.

Since then (the last 2 years) it was proven it was never a town road but a private row ( a judge so ordered it and all parties agree). Since the neighbor's DEED states to "increase and egress only" on the ROW to access their house can I make them move the sewer line under the ROW?

I know that the neighbor installed it thinking they had a right to in 1991 but in reality they had no right.

It does not effect me but do to them being the way they are, they block my legal court order use of the ROW I want to make them move the line.
