My question involves insurance law for the state of: Washington

I was involved in a high speed MVA ~16 months ago. I have delayed settling until now. The offending driver rear-ended me on a wide-open (hardly any traffic) highway while I was moving across the state. The impact was significant and my vehicle was totaled, along with the stuff in my trunk, worth at least $300. The driver had stolen his dad's truck. He is a repeat offender for traffic violations so much that the insurance company forced his dad to sign a document stating his son was not allowed to drive. After some time, the offending insurance company decided the waiver was not valid or something; they are taking responsibility for the accident.
Damages:
Totaled vehicle: $5,680.44
Medical expenses: $350 for doctor visits and physical therapy. I stopped attending PT after one visit because I am an Osteopathic Physician in-training, and my brother is an Occupational Therapist. Had I not been able to treat myself between my experience and my brother's, I would have likely attended PT for ~6 months.
Pain and suffering: I had significant soft-tissue back and neck pain for 6+ months. My big board exam was exactly 21 days later, and my wedding was exactly 28 days later. The pain definitely impacted my preparations for the board exam and my wedding. It also limited relations with my wife.
My wife was also in the accident, in the front passengers seat. She had neck and back pain just like me, but did not seek medical attention. I performed Osteopathic Manipulations on her for months.
Offer:
They offered $350 for my medical expenses + $1500 for pain and suffering.
Counter-offer:
I am considering suggesting $4000 for pain and suffering.
