San Francisco Claims They're Exempt from State Law 22507.6

My question involves a traffic ticket from the state of: California

Pretty straightforward. State law 22507.6 requires street sweeping signs at the entrance of the street. The first sign was 50 yards past the entrance (on Fell street between Van Ness and Market). I challenged it, and the magistrate's response was "sign postings at street entrances is not a requirement in this jurisdiction," without providing any documentation backing that statement. I can't find any documentation myself verifying his claim. It's an extra $25 to challenge it in State Superior Court.
