Repair and Maintenance: Can the Landlord Be Held Responsible for Continuous Leaks from the Ceiling

My question involves landlord-tenant law in the State of: California

So over the course of a little over 2 years and a half, me and my roommate have experienced several leaks, both from the ceiling and the walls. And just recently, as in earlier today, a small leak appeared right above my desk and directly hitting my ps4. After drying it off and removing it from under the leak that is still going, though only in droplets, I've tried turning it on after waiting several hours for it to dry, but it won't turn on. What I'm wondering now is can this new leak along with several complaints of past ones be used to hold the landlord liable for the damage? Or maybe even hold the tenants upstairs liable? Me and my roommate have experienced plenty of leaks in such a short span of time, even ones that flooded our living room and remained flooded for several days.with this new leak, and my now dead ps4, me and my roommates have now decided to look for a new place. But with that, I won't have the money to buy another ps4. Please help and respond a soon as possible. I'm really hoping for good news here.
