Establishing an Order: Establishing a New Order vs Redirection of Old Order

My question involves a child custody case from the State of: MN

I am maternal grandmother with temporary legal custody of my 5 year old granddaughter. There is an old cs order on file between my daughter and her husband (separated but not legally divorced) that orders each parent to pay $50/month and the money is redirected to me. The order was set when both parents were unemployed and doing inpatient treatment. Since then, both are sober and working--him FT, her PT. I asked my worker for an agency review in Dec 2016 and was told it could take between 4-6 months--I provided all employment info to her and kept her updated when Dad changed jobs. In June, my worker said the order has been turned over to the 'enforcement' dept and could take another 2-3 months to get a court date. I spoke to a new worker who said that Dad had changed jobs and they didn't have the info on him. I gave it to her again, even though I had given it to the previous worker and it is listed on his Facebook page.

At this point, I am drowning trying to pay full time summer daycare and these kids are getting away with paying the minimum cs, and he hasn't even paid that since April. It should be a simple calculation and even is he is working for $10/hour, the support should be raised significantly.

Should I file for a completely new order, between myself and each parent, or wait for the county to try not to bungle the 'enforcement' phase of the review. In my opinion, it is ridiculous that a simple review with complete information takes 8-9 months to get to court! It feels like the county has dropped the ball, including sending a request for MY financial info to my employer, when my income is not a determining factor in this case.
