3 Months No Title , Registration Not Showing Up on DMV Records After One Month

My question involves vehicle registration or title in the state of: CA We purchased a vehicle over 3 months ago. We have opened a DMV investigation. However, they have taken no steps as of today. It hasn't even been assigned to an investigator. We bought the car from a hole in the wall car dealership. I have feeling that we are never going to get proper title, and registration. He gave us registration paper work, TAGS and license plates. However, we received those over a month ago. And when ever I check with the DMV call, or check online. The registration does not show up. When I call up the DMV they say that the registration was never actually completed. I am curious how he got plates, registration, and tags. Which all appear genuine DMV paperwork. With out completing the registration. They could be counterfeit, but who knows, sure seems far fetched. The dealership says the registration is stored in an internal DMV server, and hasn't been put on the public DMV records. That is what he says. The DMV says the dealer never completed the registration. I guess we may have to sue. To get our money back. Or, it could be an expensive life lesson... The car is an 03 but DMV says it hasn't been registered since 1999. It was formerly a gov. car. No lien and has not been reported stolen. Very very, strange situation. I have moved this to the "car dealerships section". Delete if desired.
