My question involves a consumer law issue in the State of: Missouri and Florida

I live in Missouri and purchased a car from a person living in Florida for the tune of $14,500. His Ebay ad stated that the vehicle would come with a NY State Salvage Certificate along with a vehicle transfer form. I checked with my local DMV and they said as long as I have the MO Highway Patrol inspect and pass the vehicle I should have everything I need to title the vehicle in my name. So I flew down to Florida and purchased the car. I subsequently had the vehicle pass the MO Highway Patrol inspection. It wasn't until I was ready to fill out the paperwork to title the car in my name that i saw that the NY State Salvage Certificate (MV-907A) was issued to another person. So I contacted the seller and asked him about it and he scanned another form (MV-50) showing the car was sold to him. However, he never registered the car in his name. He stated that the law in Florida said he doesn't have to register the car in his name if he owned it for less than 6 months. The MO DMV is telling me that they cannot issue me a title until the previous owner registers the car in his name. Since this is a car with a Salvage Certificate he would have to get the car inspected by FL Highway Patrol I assume. Meanwhile the car is in Missouri. What is my best course of action? No surprise, the seller has become a complete jerk and is avoiding my calls and texts. Thank you in advance!
