Support Arrears: Child Support Fraud by the Custodial Parent

My question involves a child custody case from the State of:

There is 3 states that have been involved for 1 child, it started in Illinois, the mother filed for child support in Illinois, then skipped state to California, me and the father live in Tennessee. The minor is now 17, and my husband (her father) has had every single father's right violated, from the mother and the state of California, and Illinois.

My stepdaughter has been kept from us her entire life until October of last year, when I found out through facebook that her custodial parent lost custody of her to her Grandmother, back in Illinois, her mother, and her boyfriend had been physically abusing her for quite sometime, up to the point to where the minor cut her wrist in an attempted suicide, she was rushed to the hospital May 30th, 2016 her mother abandoned her at the hospital, and the hospital had to commit her to the psych ward for two weeks, the state of California refused to allow her to be released to her mother, after her hospitalization and she was sent to live with her maternal grandmother June 10th of 2016.

My husband and I have been paying child support to the custodial parent since 2005, however, we found out that summer breaks growing up my stepdaughter would stay with her Grandmother the entire summer in Illinois for several years, which is about 3 months a year, child support had been paid to the custodial parent during that time, and the grandmother did not receive the child support during that time. Since we were never allowed around the minor the grandmother was able to gain guardianship over my husband's daughter (he is on her birth certificate), without my husband's permission, and/or signature.

My husband went to court Sept. 2016 and paid over 1,900 in child support arrears but the child's mother kept the money even though the minor no longer lived with her since May of 2016, the guardianship the grandmother had to fight for, and finally got the guardianship established in Sept. of 2016 the same month we paid the arrears. The mother resides in Yucca Valley, California, and now my stepdaughter has made the choice to stay with me and her dad for her senior year in TN, and her grandmother is still keeping her guardianship over my stepdaughter in Illinois.
