Officer Cited the Wrong Person

My question involves a traffic ticket from the state of: Michigan

Was issued a ticket for driving w/o a seatbelt. Putting aside for a moment the fact that I did have a seatbelt on, the officer issued the ticket in the name of a relative of mine with the exact same first and last name. The following are incorrect on the ticket:

1. The Middle Name.
2. My physical description (As much as I wish I were, I am decidedly not 6 ft tall).
3. The driver's license # (completely different with the exception of the first three numbers).
4. My birth date.

It's a cheap ticket and I don't have any time to get into some type of trial proceeding with this police officer. But I do not want my relative to have this on his name, and he lives too far away to take care of it or appear. However, I also cannot dispute the ticket since I am not the one on document.

The long and short is: What are the odds of me going into the officer, asking to speak about this, and getting it dismissed. Before anyone says that I should just show up to the hearing and see if the cop shows, this office requires you to file an appearance beforehand. I'm less concerned with getting it dismissed, but I need to make it clear that the original ticket was issued to the wrong person and make sure my relative is not going to have an arrest warrant out for him in three months.
