Can I Refuse Written Warning

My question involves labor and employment law for the state of: UK England

I work in a daycare nursery with 3 year olds. I was given a written warning for failing to meet health and safety, risk assessment and safeguarding procedures.

Incident : a child managed to sneak out the door as it was closing after a parent left the room. I did not see him leave as I was doing a shoe up for another child.

The child in question is autistic and was found in the corridor of the nursery unharmed.

My argument is

- I was left in the room alone with several children
- at the time I was doing my job attending to one of the children's need for help with their shoe.
- I have on several occasions informed management that the autistic child increasingly requires 1:1 support and we need another member of staff but they have failed to provide the additional support.
- I wasn't given a disciplinary hearing. Management have not asked me any questions about the incident. I was just handed the written warning to read, sign and return. Also there is not mention of how long the warning will be on file.

Do I have grounds for refusal?
