Drug Paraphernalia is Not a Criminal Offence in Canada

Hi,
I read a blog, http://www.torontodefencelawyers.com...ernalia-crime/ , and it says that it is not a criminal offence to possess drug paraphernalia in Canada. Is it true? Can I get your comment on this?

Any specific reason for it to be counted not a criminal offence?
