Public Records: Consumer Rights Obtaining Utility Usage and Service Records, Victim of Utility Theft

One of five tenants in a old comercial building. Building configuration and division of units has along with gas plumbing changed over the years. I have good reason to believe that there has been internal tampering with gas lines within the building by other tenants. Example, my usage jumps from 50 therms Jan 2016 to 250 therms Jan 2017 and back down to 60 therms Jan 2018 after one of the tenants has left.
Utility company has not explained disparities in gas usage, and will not supply service call records nor utility usage for the entire building stating privacy rules and requestor must obtain permission from other tenants.

Can a Utility Company refuse to provide utility usage and service records to a victim, or if the requested records pertain to a Corporation that has been administratively dissolved by the State, or is in Bankruptcy?
