Creation: Right of Way Issue

My question involves real estate located in the State of: Maine

So my question involves my neighbors right of way that is next to my property line. From my research of the deeds it appears that the guy who originally did the subdivision still owns the land under this right of way. The right of way for my neighbor was for a road that was supposed to connect to another city road behind his house. The road was never built and thus the right of way has never been used for travel. But because my neighbor's deed says he has a right of way over this unapproved road he has been parking his dumpster there. It's basically on my front yard but again I don't own the land under this so I'm just curious if I have any legal right to make him move the dumpster?

The Green line is basically the direction of the original street that was planned but never built.

The yellow dot is the corner of both our properties. The red dots are not exact but represent my pins as well with the land to the left of them the right of way. You can see the 2 black boxes where the dumpster is currently parked.
