Lost Property: Car Thieves Have Illegally Sold My Car in a Lien Sale Process in California

My question involves personal property located in the State of: California.
I gave my son a car. Due to financial hardship, I was unable to retitle the car in his name, for a few months. When I finally contacted him regarding the title transfer, he notified me that he had swapped cars with an acquantance, and the car was never returned. I called every law enforcement in the area, and was denied help by every one of them. It was being referred to as a civil matter, since the kid loaned it out. Was about to give up, when 6 months later, I am notified that my car is in the possesion of a California resident, and is in the process of a lien sale. I notified them the next day that I had the car stolen from the State of Washington, and didn't know it's wearabouts, until being notified by them. I asked for a copy of the charges I owed, and for pictures of the car. Well I was sent pictures, but never a bill.
3 weeks later, I go back to the post office and what the heck? They did not give me the 2nd of two letters. Just one. The second letter, was an actual DMV form, for a request of a lien sale. No thanks to the post office, this letter exceeded the 10 day mark needed to dispute lien sale. And I was notified by DMV that I must get a restraing order to stop the lien sale.
The facts about this though is
that these people had my car for 6 months and claimed they had it for 9. I was never notified, until 8 months later, that they even had my car and that it was accumulating charges. They waited until the value of storage, equalled that of the value of the car, $3500. I notified the thieves that I would pay the charges, if they just sent me a bill. When I didn't recieve any statement, again contacting the thieves, who proceeded to tell me it is now in the hands of DMV.
So now what do I do? I have done a ton of Googling and I think I know where the car is. These thieves did not follow the proper laws regarding notifying the registered owner that they had the car, which I believe should have been in the first 30 days of having the car. How do I proceed with a civil suit, when I am pretty sure none of the addresses used by these crooks, is legit? If I have a spare key, can't I just go take it back?
