Student Loans Getting Garnished, No Paperwork Available from Employer and No Mail Regarding It

My question involves collection proceedings in the State of: Oregon
My boyfriend has just been garnished from his last check for an older student loan. He only borrowed $6,000 for this loan and he will be getting garnished $11,000. We did not get any mail or any other form of contact regarding the garnishment or any means of information in order to dispute the garnishment. We are kind of new to student loan debt issues and we are really looking for some direction on how to get information about this garnishment. I understand that student loan debt is highly unique compared to other forms of debt. The payroll clerk at his job was not able to provide anymore information than what he owes and what it's for. We are barely making ends meet as it is and this situation is very difficult for us at the moment. What do we do to submit an objection? Is it too late to apply for a deferral or set up normal payment plans? Any advice/tips helps. Thank you.
