Public International Law: Help

I am 18 years old turning 19 in September and I am in the country Georgia. I want to return back to the U.S. but my mom has my passport and refuses to give it back. I've told her that I will go to the police if I have to and then she tell me "I'm gonna tel them to not let you go back to the states because you're just gonna start smoking weed again" and I've told her multiple times that I'm done smoking weed. She has also threatened to put my friends in jail cuz they smoke weed. So my questions are
1. Is it illegal for my no to keep my passport from me even tho I'm 18.
2. Can my mom actually get my friends in trouble with the police since they smoke weed. But she's all the way across the world so what people do in the U.S. is not her concern. Idk
3. Would the cops take her side and make me stay here and not let me go back to the U.S. (Minnesota)
