Help

My question involves a traffic ticket from the state of: Pa.

I got a parking ticket today from my city's "parking authority" not for a parking violation, but for an expired registration. First of all, does a parking authority have the jurisdiction to issue tickets for things like inspection stickers, expired registration, etc?

Second, the license plate on my car was the old plate from the previous owner, my deceased girlfriend, and yes, her registration had expired ( they may have typed the plate number into their big brother database, or maybe just looked at the old month sticker on the plate. Don't know).

I transferred the title from my deceased girlfriend to me a month ago, but left her plates on ( I now have my new plates on! )

Can they/will they be able to identify that I am the new owner of the car, using the old plate number? If I ignore the parking ticket, will they send dunning notices to my deceased girlfriend, or will they dun me???

If I go down to the parking authority and show them my current registration, proving the car was indeed registered on the date of the ticket, will they waive it?

The fine would be $15 if paid within 14 days, $35 thereafter.

Thanks
