Driver's License Issues: Fender Bender of Permitted Driver, Twoc

My question involves a driver's permit issued by the State of: California

I am 19 years old and last week I passed my written test, receiving my permit. So, two days ago I got into a fender bender pulling out of my driveway at my house. I was driving in my parents car with our family friend who is a liscensed driver over the age of 21. However my parents did not give me consent to drive the car. I backed up into a car parked on the street. The damages have been assessed and the estimate is $1800.

Who is responsible for paying this?

My parents are claiming TWOC not allowing me access to the insurance on the car as they have a low claim bonus and they do not want to ruin it. But others have informed me that it is actually my family friends who is at fault becaus ethey gave me the keys and were supervizing my driving.

What will happen to me if it is my fault and I report it to the DMV sincee it is over $1000 in damage to our neighbors car (our car doesn't have a scratch)?
