My question involves an accident that occurred in the state of: Maryland
I tried to signal to an adjacent driver at a red light that I wanted to get over into his lane in order to turn but he did not notice. I pulled partially into the space in front of him to see if he would let me in but instead the light turned green and he pulled forward and hit me. Though I was trying to switch lanes which would normally put me at fault, my car was not moving and had not been for at least a minute at the time I was hit and I did everything I could to get the drivers attention apart from honking at him. I was under the impression that he noticed me and was waiting for him to signal to let me know if I could come in. The light for my lane was still red at the time that he hit my car.
