Was Told Judge Overruled Legislation

My question relates to legal practice in the state of: Washington.

Rcw 9.41.300 SUB section (b)

Trying to get business at the court house taken care of before work, but can not get in because the lockboxes are only for pistols. Sheriff told me a judge ruled on it, but the law hasn't been updated, and no info on who the judge is. I am a welder, no car, and need the lockbox that was designated by legislation to be made available. State legislature assistant never got back to me, and the under sheriff was rude and didn't care. Can a judge over rule this law, when "weapon" is clearly defined for this section, and only apply it for pistols? Got tools I need for work, plus my lunch knife, and keep getting denied entry.
