Maintenance and Repair: Who Has the Responsibility of Repairing an Easement Damaged by Erosion

My question involves real estate located in the State of: Ohio
Our property has an easement for the county park to reach a meadow they own. A poorly angled township road culvert directs the flow of a stream against an opposing bank. The bank is eroding and creeping closer to the easement where it runs alongside. Sooner than later, the easement is going to be unsafe if not impassable.
My question: who is responsible for repairing the easement when damage is being caused by the stream's erosion?
