Relocation: Non-Custodial Parent Moving Child and Denying Contact

My question involves a child custody case from the State of: New Mexico

A year ago I had my son's father take him for some time until we got back on our feet. My husband and I have two other children and he had the chance to be in a more stable environment with him. I still have legal custody of my son, his father has power of attorney at the moment. He has refused contact between my son and any of my family by refusing phone calls and claiming he will call back when he doesn't. He is now denying me the right to speak to my son because I have not updated him enough and because we have not gone to see him. We have not had the extra $2000+ it will take for us to go up there and what has changed in our lives we have updated him. The only updated information I have been given is where he was attending school. They have moved twice since he has been up there. For months I was not aware of the first move and I still was not informed of this last move until my son mentioned being in a new house.
He also mentioned not being the bad guy when they moved. This is the first I'm hearing of any type of move. He has not mentioned anything to me prior and has not given me any legally required information as to where. He has not replied to any of my messages despite being online and we can not call. We have been saving and here in a month we will finally have to ability to go get him. I don't want to call the police because I feel it's unecessary and I can not afford a lawyer at this time. What options do I have?
