Is My Boss Allowed to Do This

Recently one of my co workers was talking to me about how my boss was commenting and ranting about how i have a certain amount of PTO and how she would not allow me to take time off if it was her choice. She also spoke about why i will be taking time off of work which is personal.

Is there any law against what she is doing?

Is there any action i can take?

This is in the state of Wisconsin.
