Advice on Hit-And-Run with Suspended License and No Insurance

My question involves an incident in the the state of: MA

Yes, this was very, VERY idiotic.

So, 'my friend' borrowed their significant others car to pick up equipment, from home, for work. On the drive home, 'my friend' bumper tapped a car. Now, them having a suspended license and not been able to pay their last insurance bill, thus suspending their insurance, panicked and in a grand mall lack of judgement or morals, drove off.

A week after that and the SO received some letters in the mail for an accident report and some insurance claim information. The police have also gone to the SO's house looking to talk the registered driver, but no one was home when they came.

There was no damage to the car my friend was driving and minimal damage to the other driver. (2-D profile of a pair indent.)

'My friend' has been in deep regret about the incident since it happened and has gone so far as to trade a $24k car for a $7k beater and paying the difference in premium when/if it occurs, and wants to square away the incident with the other driver, but had no information until now to do so.

In my understanding: a hit and run is a misdemeanor crime in the state my friend lives in with penalties of no more than $500 and 2 years max in jail, driving with a suspended license is a max of $500 and 2 weeks max in jail.

My friend also did not have insurance, but the car being driven was insured, should the SO deny knowledge of my friend driving? Would that raise a more serious charge?

All that being said, my friend is working now on contacting a criminal defense lawyer but also wants to know what others think they should do. They know not to contact or admit any guilt to the police. Is it okay to admit guilt to the insurance company? Should they attempt to get contact information and contact the victim driver?
