Violation & Enforcement: The Sheriff Department Won't Enforce Ro

My question involves Restraining Orders in the State of Oregon. I was granted a RO on 01-23-2019 under the Elderly Persons and Persons with Disabilities Protection Act in Oregon. It is not a TRO and went in force when served. I am a 71 year old single woman and legally disabled, and have lived on and owned a rural ranch property since 2003. The person I have the RO against purchased the property next to me in 2017, and is a 50 year old male from ID. His harassment, trespassing, threats, property vandalizing, physical and verbal attacks, stalking, accusations and lying started last year.

Everything is documented, on photos, video and tape, and I phoned 911 a total of seven times. He destroyed all landscaping projects, pinned threatening notes to my fence, all seen by five different deputies. Three times he physically attacked me, all documented by the Sheriff Department and my doctor. The Sheriff Deputies did nothing, and reports of the attacks never went to the DA. This county normally doesn't prosecute crimes due to lack of funds and has a catch and release program. In spite of the above, and I know you will find this hard to believe, not one OFFICIAL REPORT was ever written, and just the 911 reports (called CAD reports) were generated. I paid for all copies, so know this to be a fact.

NOTE: The DA does not decide the outcome as I read in some of the comments in threads. The deputies decide in this county.

Things have actually worsened since he was served with the RO. He started threatening me via email sent through a local group that transmits to approximately 10,000 citizens. He mentioned my name, age, where I live and asked for help from neighbors to get back at me. That happened the day he was served, and again two days later. The Sheriff refused to do anything and stated: "He has freedom of speech to say anything he wants about you, and the RO states MAIL, not EMAIL."

I specified in the RO that he could no longer place cameras along my property line to monitor my actions. I have over 5 acres, but the cameras could pick up my actions inside and outside my house. This is a violation for a single woman, and I lost all privacy that I had for 17 years on my land. After the RO was served, he mounted more cameras on the property line, and actually hid one in a Madrone tree on MY PROPERTY. These cameras were not on his property.

Yet again, the Sheriff refused to do anything, and actually stated that as long as the cameras weren't aimed directly at my house, he could do as he wished. They added, and I'm not making this up, that he had found "Dog Poop" on his woodpile so needed security measures. I know this sounds insane; just think how I feel about it.

So much more has happened and I'm just touching the surface. The county I live in is known to be corrupt. My neighbor is a Grower, legal in OR, and a drug addict. Also legal. Many of his actions are drug related. I need a good lawyer to sue the neighbor for property damages, illegal tree removal on my property, and many other things. But I also need a lawyer to address all the negligence of the Josephine County Sheriff Department. And I just touched on it here; it's far worse than what I listed.

I received a notice that the neighbor is contesting the "Camera" issue and his "Gun Rights" and a hearing is set for the week after next. I have nothing to do with the gun issues. I'm frightened of him and don't even want to see his face in a court room. He filed a false Stalking Order against me that was dropped, but I had to go to a hearing for the SO on 01-02-2019. I had neighborhood backing and knew it would be dropped. Not one thing on it was truthful, and even my last name was wrong. The judge that signed it did not verify one thing on there.

I need help. What do you suggest other than getting the hell outta town. Thanks so much.
