Co-Ownership: Two Owners on Deed and Mortgage, One Won't Buy Out the Other

My question involves real estate located in the State of: Idaho
I co own a home in Idaho, we were not married, bought into the home when buying out the other owners ex. My name is on deed and mortgage, I lived in and paid half of everything for 14 years. I left 7 years ago and the other owner is refusing to buy me out at a fair rate. The home is value is 125k , I am asking for 40k in buy out that is with all the expenses taken into consideration for the 7 years that I have not paid. The other owner offered me 2k to sign off. My lawyer is a joke and is not working in my best interest and I can't afford to find another at $1k a pop just to retain. My question is this, how can I make the other owner buy me out at a fair rate with out having to force the sale and the lawyers get the money that I so desperately need?
